It’s fundamentally a mistaking the representation of a thing with the interpretation/usage of a thing.
I bet these people conflate these concepts in general, not just with computer files.

I’ve certainly seen people who vigorously argue that code and data are categorically different things. I could see the same mix-up happening here. But still, a slide like this can only be written if you actually have zero idea what is inside a file.

Note that voltage and circuits etc are both implementation and interpretation, depending on how u define “fundamental”. So, tell me what does fundamental means to u, or u can justify nothing.
