Right now I know only of individual efforts that are siloed and unfunded, like my programming language project. A few have gained public traction (e.g. I think Rust’s static checking is a genuine advancement, though I think it is the wrong trade off for my use case). And…

Most academics will tell you they are doing this, but most universities have degenerated into largely useless paper farms (even at the good ones, there is some good work and a lot of paper farming).
