i remember the GPU scheduler ruining the implementation of many clever hardware features

It’s a constant fight on AMD HW against the HW wave scheduler when working on highly VALU loaded workloads and not being able to get forward progress in other waves to keep memory requests saturated enough to avoid pipeline bubbles

there was some discussion of software scheduling, which I still believe is more worthy of silicon than RTX etc.
