I wasn’t joking!

Move up a level, don’t limit to N64 on M64, build your own bitstream and see what can be done on the raw FPGA hardware

What do you mean? Can the m64 FPGA be reconfigured?

Modretro says yes, youd be able to load other bitstreams on it similar to a Mister. With open HW docs. It’s a really low price device with a quite powerful FPGA and 4 parallel PSRAMs. Perfect for fantasy console HW dev.

I’ve implemented the Pokémon mini on mister but implementing a CPU from a spec + other information sources is one thing, coming up with your own design is another. Where do you even begin?

I’d suggest working backwards from knowledge of what doesn’t map well to the FPGA and start removing stuff that is not needed, see how simple something can become and still be useful, then make that as parallel as possible …
