In the context of software, it means the prioritization of the well-functioning of software as disconnected from networks—meaning it works as well in an off-the-grid cabin after 20 years of installation as it does on the newest version in a major city, connected to the net

Obviously some features (e.g. remote collaborative editing) only work while connected—that’s fine, but their working must not compromise that first basic premise
